On The Rocks: Treatment Not Incarceration, written and produced by Pippa Breakspear, is a docudrama about drug addiction and alcoholism, available in DVD and VHS formats. The film is comprised of several monologues based on interviews with addicts and alcoholics, interviews with professionals from the Criminal Justice and Treatment systems and a narrative which provides context and ties the piece together. The purpose of On the Rocks is to identify and explore the complex issue of addiction and incarceration, the systems involved and some of the viable alternatives. The only way we can effectively and meaningfully change the sort of treatment and rehabilitation available in this country is to amend some of the drug laws and provide more funding for treatment programs.
